The technic 9 is for removal of semi-permanent and Gel, formation of UNDERFILLING material. Carbide burs are made from a metal alloy that is carbide of some metal, again without knowing the exact metal and its actual processing. Diamond cutters as an element, are very close to the same processing. But in practice, when the craftsmen say "diamond cutters" they usually mean the cutters whose texture is as if they have small pieces of metal in front like grains of salt or otherwise "small diamonds". They don't actually have "diamonds".
